LEGISLATIVE COUNSEL'S DIGEST

SCR 11, Johnston. Altai Republic of the Russian Federation and the State of California. This measure would encourage the establishment of programs for a sister state relationship between the Altai Republic of the Russian Federation and the State of California that will facilitate the exchange of cultural and environmental information and ultimately promote mutual international trade and commerce.

WHEREAS, The Administration of the Altai Republic of the Russian Federation has approached the State of California for recognition as a sovereign democratic state within the Russian Federation based on the right of the people for self-determination; and

WHEREAS, The government leaders of the Altai Republic are reform-minded and have demonstrated a commitment to improving the standard of living for its citizens and increasing relations internationally; and

WHEREAS, The government leaders of the Altai Republic have expressed interest in forging a formalized means of exchanging cultural, environmental, economic, and other information specifically between their republic and the State of California; and

WHEREAS, Various California governmental authorities, as well as private industry, have made inquiries for strengthening ties between California and the Altai Republic; and

WHEREAS, A sister state relationship between California and the Altai Republic would facilitate the exchange of environmental protection information and other cultural knowledge; and

WHEREAS, A sister state relationship would foster increased economic opportunities between California industry and the Altai Republic; now, therefore, be it

Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature encourages the establishment of programs for a sister state relationship between the Altai Republic of the Russian Federation and the State of California that will facilitate the exchange of cultural and environmental information, and ultimately promote mutual international trade and commerce; and be it further

Resolved, That the Secretary of the Senate transmit copies of this resolution to the Secretary of Trade and Commerce.
