Senate Concurrent Resolution No. 49 Relative to Khanty-Mansiysk Autonomous District of the Russian Federation and the State of California.

LEGISLATIVE COUNSEL'S DIGEST SCR 49, Rosenthal. Khanty-Mansiysk Autonomous District of the Russian Federation and the State of California. This measure would encourage the establishment of programs for a sister state relationship between the Khanty-Mansiysk Autonomous District of the Russian Federation and the State of California that will facilitate the exchange of technical and industrial information and will promote mutual international trade and commerce.

WHEREAS, The Administration of Khanty-Mansiysk Autonomous District of the Russian Federation has engaged California-based service, technology, and aerospace firms in connection with the development of many important infrastructure and industrial projects in the district; and

WHEREAS, The government leaders of Khanty-Mansiysk Autonomous District are reform-minded and have demonstrated a commitment to improving the standard of living for its citizens and increasing economic activity in the district; and WHEREAS, The government leaders of Khanty-Mansiysk Autonomous District have expressed interest in establishing a formalized means of exchanging economic, environmental, industrial, technical, and other types of pertinent information between their district and California; and

WHEREAS, A number of California governmental authorities have expressed great interest in strengthening trade and economic ties between California and the Khanty-Mansiysk Autonomous District; and

WHEREAS, The Khanty-Mansiysk Autonomous District and California share many geographic, industrial, and other similarities, including great physical size, vast natural resources, strong regional industries (some of which hold world leadership positions), a strong international outlook, and great economic expansion; and

WHEREAS, A sister state relationship between California and Khanty-Mansiysk Autonomous District would facilitate the exchange of environmental protection and energy conservation information and other scientific, technical, and industrial knowledge; and

WHEREAS, A sister state relationship would also promote international trade and commerce, and increase the potential for commercial relationships between small, medium, and large companies in California and Khanty-Mansiysk Autonomous District; now, therefore, be it Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature encourages the establishment of programs for a sister state relationship between the Khanty-Mansiysk Autonomous District of the Russian Federation and the State of California, that will facilitate the exchange of technical and industrial information and will promote mutual international trade and commerce; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the Secretary of the Trade and Commerce Agency.
