1. The Senate Rules Committee is the main organizing body that determines the membership of legislative committees, assigns legislation to policy committees for consideration, and bears the responsibility for administering all functions of the Senate, including personnel and fiscal matters. The "Pro Tem" is the leader of the Senate and is elected by the Senate majority at the beginning of each two-year legislative session. The President Pro Tempore is the first in line to become Governor, should the Governor and Lieutenant Governor both become incapacitated or out of the state.  The activities of the SOIR are overseen by the Senate Rules Committee and the Pro Tem.

2. The SOIR can assist with the planning of visits to the California State Capitol by helping to craft programs that are tailored to the specific interests of the delegation.  If you are planning to come to California to study particular issues, please contact our office by email or fax and let us know the make-up of the delegation, the dates of the trip and the subjects of interest.  Once we have received your information, we can assess what type of assistance the SOIR can offer.   It is recommended ample notice be given so that we can do our best to accommodate your needs.  Many options will depend on the time of year and the schedule of activities for the California Legislature.
